Sudan’da yeni hükümet 11 Nisan’da kurulacak
Yusuf, Egemenlik Konseyi Başkanı Abdulfettah el-Burhan ve Yardımcısı Muhammed Hamdan Dagalu’nun da yer aldığı çerçeve anlaşmayı imzalayan güçlerin toplantısının ardından basına açıklamada bulundu.
Toplantıda zaman çizelgelerinin belirlendiğini söyleyen Yusuf, “Nihai anlaşma, 1 Nisan’da ve geçiş dönemi anayasası anlaşması 6 Nisan’da imzalanacak. Ayrıca geçiş dönemi hükümeti, 11 Nisan’da kurulacak.” ifadesini kullandı.
Siyasi süreç sözcüsü Yusuf, toplantıda nihai anlaşmanın taslağını hazırlamak için 9’u sivilleri, 1’i orduyu ve 1’i Hızlı Destek Kuvvetlerini temsil eden ve yüzde 40’ı kadınlardan oluşan 11 kişilik komitenin görevlendirildiğini belirterek, komiteye nihai anlaşmayla ilgili çalışmalarını tamamlaması için 27 Mart’a kadar süre verildiğini kaydetti.
16 aydır süren siyasi kriz için çözüm çabaları
Siyasi süreç, ordu komutanı Abdulfettah el-Burhan’ın olağanüstü hal ilanıyla sivil yönetime el koyduğu 25 Ekim 2021’deki askeri darbeden bu yana süren yönetim krizini çözmeyi amaçlıyor.
5 Aralık 2022’de siyasi krizin sona erdirilmesi amacıyla askerle “çerçeve anlaşma”yı imzalayan sivil güçler, 8 Ocak’ta mevcut siyasi sürecin yeni geçiş dönemine zemin hazırlayacak ve tarafları nihai anlaşmaya götürecek son aşamasını başlatmıştı.
Nihai anlaşma, adalet, güvenlik ve askeri reform, barışın sağlanması, eski rejimin izlerini ortadan kaldırma ve Doğu Sudan meselesi olmak üzere 5 temel konuyu kapsıyor.
“Çerçeve anlaşma”nın öne çıkan hükümleri arasında iki yıl sürecek geçiş döneminin başlaması, tamamen sivil hükümetin kurulması ve ordunun iktidardan uzaklaştırılması yer alıyor.
